The launcher looks the same, some old WW2 style truck. I guess in Russia you can argue big wheels are a benefit because the roads can be pretty bad, but for 99% of situations why not just stick your rockets on a modern articulated lorry trailer and be able to haul 10x as many rockets, as well as save money and time? Army guys always want everything to be painted green and to look cool. -

U would consolidate yer rockets onto fewer trucks that are longer, heavier, more difficult to park and maneuver and struggle off pavement?

That's true. Also Russia moves their military stuff around long distances by train more so than by road, so I guess the design makes sense from that point of view. -
