Perhaps he didn't even know what the gunner was shooting at and wasn't able to stop him in time to prevent the second shot or the coax firing.
Even more likely, the second shot may have come from the second tank. -

It's policy to use conscripts from poor areas as cannon fodder. That's just how things go. No one complains when poor white kids get killed.
Some conscripts have refused to go. Since Russia hasn't declared war, they can say that they aren't allowed to enter Ukrainian territory without getting their passports stamped. -
