    Technically correct. But the whole is more than it's parts. The regular pressure on the bag makes the droning sound you hear, you gotta do werk to get it to make a melody. Hurdy Gurdy has a drone string, it creates a similar effect, it doesn't have anything to do with the instrument being 'in tune' per se. The instrument has to be in tune, but a drone is a drone.
