Wow, that would get you fired on the spot where I work. We take health and safety very seriously and so do I because I don't go to work to get fucking injured I go there to make a buck and come home with all my limbs.
You couldn't pay me enough to drive anything that's not in 100% working order.
I refuse to even touch a wobbling ladder or do anything that might have the slightest chance of risk or injury until the chance for a risk can be eliminated.

I saw a video of a Chinese guy getting run over with a forklift while it went out of control then it started spinning in circles with his dead body still stuck to it creating this huge circular smear of blood on the floor until someone ran in and jumped on it to shut it down.

White work culture is the best in the world, we don't need government regulation to enforce rules in the workplace.
I have injured myself at work going too hard and even though I was supposed to report it to the government I didn't because it's nothing but a waste of time. They don't know shit about health and safety, they just enforce it.
It doesn't need to be enforced if workers are properly educated. I believe in GOD GIVEN worker rights, not regulation

That sounds like a health and safety violation to me, I would write him up.
I actually have no idea how you are supposed to stop a forklift spinning out of control.
When you get certified they teach you that should never happen if you drive safely. The driver must have not been following health and safety and the guy that stopped the forklift also didn't follow health and safety.
I think the best thing to do would be to shoot out the battery with a rifle or EMP
