maybe, to some extent? from what I understand they mostly just didn't care.
the point of the exercise was that the contras and similar in South America had drugs but not money, so the CIA would take their drugs and give them weapons and support, then sell the drugs in bulk to dealers inside the US for cash

they probably avoided white areas given the longstanding treatment of crack vs. cocaine, but for the most part the black inner-city ghettos had much more dense buyers and existing supply lines they could take advantage of

And if he hadn't been attacked and threatened with a gun he wouldn't have had to shoot them. He didn't go gunning down random people or start the altercation.
The case isn't about whether he should or shouldn't have had a gun or been there, it's about whether or not he legally defended himself from a tangible threat. All these people hyperfocusing on how he got the gun or why he felt the need to carry it or why he was there are just grasping at straws and missing the point.

Not true, at least not according to Gary Webb or anyone else I've ever read who wrote about it. Ricardo Blandon (IIRC being his name) was the conduit between the CIA and the street. His biggest underling was "freeway" Ricky Ross who got rich by forging his own routes from LA via the freeway all the way to Georgia. His guy in NY was much smaller at the time. Also there was virtually no freebase and no cutting, freeway Ricky started cutting dope and was one of the earliest freebasers on a large scale, which lead to him cooking xrack on a large scale. He was a pioneer who was functionally illiterate due to dyslexia who managed to obtain a law degree and successfully appeal his own case when he eventually went to jail as a clear case of entrapment.
I think they really just got lucky when they linked up with a tennis playing kid from south central who formed the logistics routes that helped spread the drug so prevalently.
Another issue I remember them having from the book is that they would have to keep X amount bring funneled to the contras to continue fighting Ortega so they were selling for like 50k a kilo in 1982 because they didn't have many people trying to buy. When they linked up with Ricky and he was getting rid of so much they could drop the price significantly, so now people in the ghetto are the first stop in transit and the end user so they're getting the best for the cheapest while people a few states over are getting a worse product for more expensive. Interesting how the CIA set the playing field
