A lot of it is highly classified but you may gleen some useful info by befriending military psyops people. Its amazing how much of that escapes into private sector. If you can make them sympathetic to your cause it may be easier.
If they have pets, a dog whistle or ultrasonic device connected to a 2$ wifi module could be handy. Remotely controlled signal jammers, forged packets to flag their IP and have their internet service disconnected.. etc
Everyone has to communicate.
I only know about some of this cause its been done to me, not cause id use it on anyone else except communication disruption but not so much out of malice. Pay or persuade people to steal their parking spots or block them in. Train them to associate anything negative that happens with something wrong theyve done.
Bug their house or hijack their phones mic, and have random people repeat specific snippets of their conversations in front of them.
Use symbolism and color encoding, they may start associating black cars or red shoes, for example, with negative events.
If you wanted to be more technical, obtain (or hire a hacker) their heads resonant cavity frequency and use 400 something mhz to put voices in their head nobody else can hear, use something like lyrebird to duplicate voices of people around them so it sounds like people are talking shit about them under their breath, or make it seem as though your target is talking shit.
Pay a flamboyantly gay homeless person to show up and create a scene by saying theyre cheating on them, send dildos to their wives in the mail...
I dunno, id say moving on with your life and living well is a more productive way to spend your time.

get some spray chalk (not paint) and have a friend lay down and outline them with 10 circles around that like you're circling bullet casing. do it like 10 times with different friends to outline. all in front of the house.
dont do it if it can be seen as illegal or some kind of threat. maybe put "Just Kidding" somewhere. or not.

The best thing to do in this situation is simply to not do anything with the information and just live your best life without thinking about them.
