in da industry theyre called "stops" I guess cause it's supposed to stop the water. the problem is water is really hard on things and and theyre usually cheap/low quality. theres a significant chance that they will begin leaking if you operate them.
usually you want to be prepared to replace them if youre gonna mess with them

how bad is the leaking because I have some pretty big buckets
if its just gonna leak for a few days while I change the O ring thats fine
usually just a drip or dribble, only one way 2 find out!! it might be totally fine. if it doesnt belong to you and it goes bad im sure you can report that you discovered a water leak thats gonna mess up the unit below you and they will be wanting to fix it urgently
If they fail while in operation, you would have to get a crew to turn off the main water supply to the neighborhood, or else the water will flow in indefinitely.

Some apartment buildings have a master shutoff out in the hallways behind a panel in the wall outside the apartment. Others have a master shutoff in the basement. Others have no master shutoff at all and you'd have to get the City to shut it off.
