That´s probably a diploma behind him on the wall. looking at the ceiling tiles I would say thats his own office space, heś a teacher or a Fed waiting to round everyone up and put them in that room.
I remember doing that thing where you hold a pencil between the fingers and come up with it like youŕe about to flip the bird and with your other hand you strike the wrist and it shoots the pencil upward like a dart. sticking shitloads of number 2 pencils in the ceiling.
they were always there if you ever needed an extra pencil because you seemed to have ran out of pencils :D
