He's also 100% fluent in japanese. Well not fluent, he just learned a couple of syllabaries and managed to understand a couple of phrases in hentai with massive amounts of context. But still the point is he COULD be fluent in japanese because he's so smart (based on the evidence of him being super intelligent). It's just that between his busy schedule of being unemployed and having no family to take care of he can't find the time to study it.
But he's thought about it so it's practically the same thing. All you need to do in life is to think about stuff and that's 90% of the way to getting it accomplished. And Hikki has thought about a lot of different, awesome stuff. What a champ. -
