I just had a quick look over it; never really seen anything beyond references to 'HAMMER' and 'SCORECARD' - they probably exist given several 'whistleblowers' have mentioned the programs, but it's not clear what they actually do. The whistleblowers themselves give differing descriptions of their purpose. One talks about 'a supercomputer that can hack any system around the world' (lol), another describes HAMMER as some sort of packet sniffer and SCORECARD as being able to tamper with data in transit.
On the face of it though, it doesn't really make sense historically - CIA operations to effect regime change don't target voting systems. They'll typically use the media to drum up support to depose a ruler, then when people start rioting they use a number of methods to escalate the situation. Once the leader is weak enough he'll either be killed or deposed and forced to flee the country. Using their connections and money, they then 'grease' the existing power structure in order to create support for the new puppet.

something else interesting about it - I searched wikileaks and couldn't find any reference to either program. If they were important and still in use (initially described by a whistleblower in 2011) I would expect them to have shown up in the Vault 7 dump.
