No, this isn't about all the times you losers were fucked as children.
The problem is this:
I've got a real trashy neighbor who has an on again off again degenerate boyfriend with a young son (7-8). The boyfriend comes and goes, but the kid always stays. I can hear him crying and thumping around whenever I'm at home, and I just fucking know something is up. Not only are they beating him, but they have no clue how to parent this kid whatsoever.
So, question is, what are some suggestions for what I can do to remedy this situation? CPS has already done welfare checks, and said they can't do anymore unless the kid gets his arm broken or something. I can't raise him or else I'd molotov everything and do just that.

Call the cops for any reason you can. Like you suspect domestic abuse, they're too loud, whatever. Maybe eventually something will stick and CPS will do it's job. Not like CPS is all that great anyway. Bar from shooting the parents IDK what else to do.

What's the kid like? Do you interact with him? Could you envision him being honest with you and telling you the truth if you were to address him directly?

It's hard to accept, but the system doesn't always work. Sadly, there are lots of situations where CPS' hands are tied by the law. There's nothing they can do unless the parents test positive for drugs or there is a documented injury that was clearly caused by negligence. The only thing you can do is keep trying. Set up a camera or something and try to document the abuse. Unfortunately, it's not about what you know, but what you can prove.
