   spot out in front of house should be shared if there isn't enough. No one owns a parking spot. but there is a 3 day parking rule. one must move a car like a minimum of 9 feet away. not the next car length up from or behind or half a car length. 9 feet minimum which is skipping an entire length of an average car. the other thing is if the culdasac is wide enough is to put in diaganle parking lanes for like 8-10 parking spots. sometimes on both sides doubling it.
   
   there is a law somewhere. I'm sure you can find a source for your county. it's not a state rule but usually county or city rule. you can go to a townhall meeting over it. takes about 6 months or more to get signs put in and have a meter maid come in and chalk people
