Can't ping another device on my network, even with firewall turned off

    Also 0.0.0.0 isn't your computer's IP address, and 8080 isn't the ping port.

    yeah yeah forget those parts, I was still trying to ascertain facts by visiting a website I was hosting locally, and then half way through realized that pings weren't even working.

    ok, I can now ping my windows 10 PC. you have to allow "file and printer sharing" because of course you fucking do.

    when I try and curl the site on my phone though, it times out.

    fuck I hate computers sometimes.

    FOR FUCK SAKE my wifi was set as a public network.

    I need to find some kind of "dial an indian network technician" service to deal with this shit for me.

    Public as in you had no password on it? Or it just got selected as 'public network' by windows network manager. Also IDK why you ignored my earlier post. Nmap is a great tool, i even offered to interpret the results for you. I set it to a service scan and to tell you why something would or wouldn't be reachable through the scan. It launches a TCP SYN scan with -sS but if you add the U you get UDP too but you should add a -T5 flag then too because it will take a long time. So TCP and UDP is -sSU, -T5 means 'go fast'. The -Pn flag doesn't send out ICMP because most services don't use it and it treats the host as up even if it doesn't respond to pings.

    did you disable it entirely? in control panel/firewall you can choose to disable the firewall for either public/work/home/domain or disable for all network types
