Can't ping another device on my network, even with firewall turned off

If I try and ping it from my phone - connected to the same wifi SSID - it times out.
I can ping the phone from the PC fine.
I've turned the firewall off the PC, makes no difference.
What the H!? -

2020-08-30 at 1:59 AM UTCare you hiding the address or did you try to actually give it 0.0.0.0? .0 addresses are broadcast addresses, .255 are network addresses and you shouldn't try to use either for a device
also check the WAP to see if it's doing some sort of client isolation to stop clients from communicating with each other -
2020-08-30 at 3:06 AM UTCDo you mean literal "ping", or is there some service running on the computer? Also how are you addressing it from the phone? Presumably not 0.0.0.0. Maybe turn the data off so you can be sure you're connecting to the local network and not the public internet

you're aware ping uses ICMP right, nothing to do with port 8080 or any other? -

Yeah I kind of jumbled everything together in that post. Let's forget about me trying to serve html.
This is the ping command, I assume the unix and windows one do the same thing. So using the ping command
PC -> Android = OK
PC -> Iphone = OK
Android -> PC = Timeout
Android -> IPhone = OK
So I think windows 10 is doing something gay. I reset the firewall, turned it off, nothing changes.
Imma boot into my linux USB on my laptop, I am guessing it will work fine then. Win10 is too complicated for me, I should just keep it for playing vidya, and use my linux USB the rest of the time. -

Booted up my non-GNU LINUX from usb, and lo and behold I could ping the PC fine.
Imma get X installed on muh linux, I procrastinated because i didn't know which package to download and got distracted, but wifi is already setup.
Win10 is gay for real work. -

If so that feature is designed to block clients from talking to each other, which is something you want in a lot of situations. -

I assume not, because the only ping that doesn't work is android -> PC.
And that ping worked as soon as I ran linux on it.
The diagnosis is that windows 10 is gay. -
