Not implying Bill Krozby is any specific troll or with a particular company but there's thousands of people doing this kind of work.
I could name some specific companies but they're not hard to find.
Edit, when enough people are either unemployed or lazy or just want extra money, this kind of job starts to become appealing.
It makes some of them feel important and less lonely, they're part of something. -

Government's don't seem coy about spending literally trillions on all kinds of insane shit like billion dollar aircrafts that are quickly outdated.
Psyops works that's why it's now a well respected and feared military occupational specialty. This is a (usually) tame form, through influence. In comparison, even if they hired millions of people for this, which in some form I'm sure they have, it is still cost effective. -
