   Either way you might've guessed I don't put a lot of stock into anything they say, but the official story at least makes sense - they captured and tortured some Afghan until he told them that Russia was offering bounties to make them stop, neither the CIA nor NSA was able to substantiate it (no other witnesses, no data intercepted that refers to it) so they dropped it.
   
   Someone got wind of it, possibly low-level CIA or a reporter with sources there and tried to make a story out of it.
