    Yup, along with the "Dilbert Principle" it gets cited a lot by rank and file. I think it's beyond question that it's a real phenomenon, how frequently it happens might be an open question, with a sufficiently slow advancement cycle or if skills required for success are developed rather than some kind of innate property it's conceivable a person would never experience it, but I don't think things usually play out like that.
