I bought a lot of tools back in the recession a few years ago on craigslist. With all the construction work shut down, workers were selling their tools cheap to survive. The same situation should be happening soon. You hate that they're in such bad financial difficulties but just think of it that you are at least helping them feed their families.
Note: beware of crackheads selling tools. They may be scoping out what they can steal from you just like the stolen tools they are selling you. Never meet them at your place. A lot of municipalities have meeting places (often by the police station) with designated meeting spots wkth surveillance cameras. Never buy anything of questionable ownership with serial numbers that can be traced back to the legal owner. Also, you do realize that you are only encouraging them to steal more by doing business with them, don't you?
