Moral philosophy to the rescue.
Meds just like any other thing you can own are property. If you steal someones property you are morally wrong. Dying as they may be, there are no extenuating circumstances. Even if we take just the value of the pill itself. Lets say a codeine tablet costs a patient 50 cents, if you were to replace it with a pill of equal or greater monetary value then reparations must still be made, since you committed theft in the first place. The manner in which this must happen is dependent on how much the person you stole it from values their own property.
Secondly, if you are a nurse you promise to help people right? It's kind of implicit in this case, since the Hospital or whatever hires you to do that job. So not only will you have stolen property you will have broken your word, which is morally bad as well. -

NHS means they don't pay for meds, thus they don't lose anything of value. It's not theft, merely taking

Even if we take what the NHS 'gives' at face value without going into the moral issues of taxation and such you are still wrong. If i give you a gift that gift becomes your property, if someone else takes that property from you it has been stolen. You may have gained +1 property and then lost -1 property so the net loss/gain is 0, you will still be morally wronged if that property is stolen from you. So the thief still owes you reparations to be decided by how you value the property that was stolen from you. -

That's funny, so you as an individual can decide for everyone what is valuable and what isn't? This is a self defeating position, because if you can do this so can i due to the of the universality of principles. And if i can decide what is valuable for everyone and you can decide what is valuable for everyone, then we can just keep overriding each other with what we find valuable. This doesn't work. Therefore the individual decides how they value their own property. Ergo, you can't say that the people you steal it from lose nothing of value. Well you can of course say that, but you can't be logically consistent while doing so.
