I'll put it in very short terms, so post if you have any questions.
I used to get fraudulent money sent to numerous bank accounts of mine and others, all went in and there was no sign of the bank being shut or the other person being refunded. Up until 2017 ish, this worked daily. Then all of a sudden my bank that I received the money to was getting blocked, I thought it was odd but the other person has called their bank and got a refund by saying they'd sent money by accident or sent money with the promise of £6000 on return (doesn't matter what you say).
Recently I found out why, all banks have put money in a pot for anyone first time mistakenly or stupidly sending a bank transfer,

So any first time transfers are refunded. So I thought I'd try my girlfriend the other week, I sent her £4000 and then called the bank an hour later, got a refund, she had already withdrawn money, doubled up

So the banks don't block the other person's account or flag it up until one person complains, so the one person gets it from the bank and then the other complains and gets a refund. Doubles up each time.
