the car stopping tech is highly classified so its unlikely theyd use it in that scenario. it would only be for someone that killed a VIP or committed an act of terrorism.
i realize youre a tad slow but consider trump admitting to locating people that killed cops during riots using biometric drones, on twitter.
cats outta the bag on that one but only cause biometrics and microwave imaging tech is advancing in the public/private sector.
twosense.ai etc.
the car stopping tech is still highly classified like other directed energy weapons along with remote neural monitoring.

comparatively speaking, electric cars are more environmentally hazardous than petroleum engines based on the mining techniques used to extract the various 'uncommon' materials (lithium...neodn-whatever...there are several more) used in e-cars as well as the pre- and post-manufacturing environmental-costs of the electric motors and batteries.
a few years ago someone did an examination of a dead-dino-burning geo-metro compared to a brand new (at the time) e-car and the e-car was the equivalent of something like five or six geo-metros in damage to the environment.
