shoelaces...belt...straps...seatbelt...plastic bag or any sort of flexible plastic or impermeable flexible material...any matter of clothing can be used for first aid, wound packing, blood-vessel constriction.
edit: i forgot to mention that regular cloth can be used as a chest-seal if its soaked in bodily fluids and moderate pressure applied, without applying too much to interfere with chest cavity expansion...or jamming a rib fragment into somewhere soft and juicy. -

it depends on the chest wound and the effect on respiration. the lung would have to be deflated...or air getting into the chest cavity w/o inflating a lung/lungs...the 'repair' (chest seal...plastic bag...whatever) has to be the size and flexibility to adhere to the skin well enough to prevent air going anywhere other than the mouth and lungs...and whatever is done with a deflated lung has to be sure the lung re-inflates. ironically, a deflated lung easily reinflates if a simple penetration is the cause. buuuttt...that all goes to hell if the wound isnt a neat size/shape...or if tissue isnt neatly damaged...and fragments havent turned various tissue into into hamburger...or a steering wheel hasnt turned the ribcage into a really good simulation of a lung-slicer. its complicated. too complicated for this site. -
