A war is a path to a political goal; it doesn't matter how many casualties you give or take.
This is one of the major (practical) problems with US foreign policy - they're all too happy to work to overthrow governments one way or another, but have no concrete plan for what comes afterwards. Libya is an open-air slave market. Afghanistan is unsolvable, and will likely revert back to the way it was when US forces eventually withdraw. Ukraine is a failed state.
They're trying to foment unrest to change the governments in Russia and China, but don't understand that even if they were successful, it's hardcore communists and nationalists that'd take over - very few people take their stooges like Navalny seriously.
Point is, what was their longterm goal in Vietnam? Winning battles means nothing if they were unable to 'stop communism' or achieve any of their other objectives.

Economics isn't and isn't trying to be a science. It is applied mathematics.
It already is a social science like any other social science: if you can gather data, analyse it statistically, and use that to make and test predictions then it's a science.

1. Mafias essentially ran Russia from the early 90s up until part the way through Putin's first term, when he was able to take power from the western-backed oligarchs like Kolomoiski. They were used as a vehicle by a LOT of US companies to buy up and strip down formerly Soviet-state assets.
2. Most of those oligarchs and their associated mafias have either been castrated or arrested. Even before Putin came to power Chechen mafias were assailing them on all fronts, and when Putin came in they were essentially given the option to either go to jail or work under the umbrella of the state. The 'mafia' now is very different to what existed in the 90s.
3. Trump has withdrawn or broken a lot of treaties; the Open Skies one is not terribly important to either side. Not only are flight paths at the discretion of the host country, but both states have satellite capabilities that vastly decrease the value of aerial photography.
4. Even the DoD has come out and said they were never able to substantiate the 'Russian Bounties' story.

and the FBI has a long history of encouraging these people and groups to commit attacks, even going so far as to provide them with fake weapons and explosives - it's entrapment by any reasonable interpretation of the law.
what's more is the 'ringleader' is not an organic fit for the group; his ideology does not line up with the others in any way, shape or form - indicating he likely infiltrated it with the intention to subvert them in one way or another.
