There are blacks in other countries and there are other disenfranchised minorities in other countries, and there is racism in other countries, but other countries don't have such a giant issue with cops executing unarmed criminals.
The simple fact is that cops in the US feel like they can immediately shoot anyone who they feel threatened by, as they feel threatened by scary black people at a higher rate.
