The order, to be signed Wednesday, according to The New York Times, leapfrogs bipartisan legislation in Congress that would do the same thing.
The signing of the order will coincide with the White House Hanukkah parties.
Classifying jedis as a protected class under existing civil rights protections for other minorities has been vexed for years by church-state separation concerns.
More recently, the concern among civil libertarians is that adding jedis as a class could inhibit Israel criticism on campuses.

Landlord is not responsible for the efficiency of central heating and water heater in your place. Normally the tenant is responsible for replacing burnt out lightbulbs and heating enhancements. As far as windows go they should have screens on them; if you break the glass or screen it comes out of your pocket. Entry doors should have locks on them and don't have to be air tight.
Withholding rent can get you evicted quickly and most likely is mentioned in the Lease Agreement as not being allowed.

Stealing electricity - junction box method
Illegal but it will get you nigga neighbor pay for part of your electrical heating bill. Here is how its done. Identify the breaker that controls your outlets in a given room by opening the door on your breaker panel. Turn the breaker off and disconnect and cap the wire from it. Follow the wire from that breaker to first junction box. Do the same with your neighbors wiring but leave the breaker on and don't disconnect the wire. Open up the 2 junction boxes yours and the neighbors. Use same color wire and splice the wire in both junction boxes using wire nuts. Put covers back on both boxes. Now you are using your neighbors electricity free of charge.
You can also do a piggy back tap in the neighbors breaker panel but that one is easier to spot.

From the pics you provided you have a furnace most likely natural gas or oil fired. Best thing to do is to find a place that has baseboard hot water heat with a direct vent boiler. Those units are 95% efficient.
