The primary problem here is that large numbers of fathers are dead or in jail, changing welfare regulations will do little to change that

amusingly enough a higher black population is a more accurate predictor for crime rates than poverty.
this won't solve anything though, especially in regards to A) - heavier policing will, at least in the short term, put more fathers in jail, creating more unstable/single-parent families. the negative effect on those families may end up outweighing any long-term benefit to harshly-enforced order in those communities.
the real issue that needs to be resolved in this regard is the (at least perceived) confrontational relationship between the police and black communities.

this is a tricky question because fundamentally I think all drugs should be legalised, but given the sort of dumb shit people do now, I can actually see an epidemic of people driving on PCP or tweaking for days and letting their kids starve/play in traffic
