BAsically they're similar to existing drugs but they're not well-enough known to have been banned or scheduled yet - they're sold as 'research chemicals', marked 'for testing only, not for human consumption' even though everyone's fully aware they're being bought so people can skirt drug laws and get high.
For example Ketamine's illegal, but MXE was popular and readily available because it had similar effects and wasn't yet scheduled.
Same thing with THC (weed) and the JWH series, then AM-2201, then ABINACA and FUBINACA and whatever gets sold as spice now. Typically the closest analogues are sold first, then when they're outlawed people start trading in the more dangerous, untested and bizarre ones.
A-PVP is a stimulant RC that was notorious for being highly psychologically addictive and also very likely to trigger stimulant psychosis in high doses, leading to some hilariously insane and/or disturbingly violent hijinx -

spectral has a habit of making things like that seem like a big deal, when in actual fact lanny probably just wrote a 10-line script that kept submitting 5-point infractions for an hour. it was funny at the time and if I remember right it took an admin all of 20 seconds to reactivate his account.
