Open carry and citizens arrest are legal in Georgia and judging by the video they had guns but didn't even point them at the jogger until he charged them down.
He had the option to talk to them or to run away, but he thought he could beat buckshot with fists apparently. -

I believe that's related to the earlier incidents of people being caught on camera on site, wording is difficult to know for sure but he's not supposed to talk about current investigations -

yeah there's another short video of him at the same place the night before I think
also the area had a string of robberies beforehand, not sure if he was involved or another jogger, but in at least one case a gun was stolen from someone's car which would explain why Cleetus and Paw were on edge -
