They likely are dead people or people who've moved out of state, but they're still on voter rolls, are still treated as valid voters and in some cases still have ballots automatically sent out to them.
Stats put average (in-person) voter turnout at 50-60% for the last decade or so, and having such an enormous number of nonexistent voters still on the rolls is extremely open to interference, even if fraud hasn't been explicitly demonstrated.
