The weapons are likely to be initially employed against Russian and North Korean troops in defense of Ukrainian forces in the Kursk region of western Russia, the officials said.
Mr. Biden’s decision is a major change in U.S. policy. The choice has divided his advisers, and his shift comes two months before President-elect Donald J. Trump takes office, having vowed to limit further support for Ukraine.
Allowing the Ukrainians to use the long-range missiles, known as the Army Tactical Missile Systems, or ATACMS, came in response to Russia’s surprise decision to bring North Korean troops into the fight, officials said.
President Volodymyr Zelensky of Ukraine did not confirm the permission to strike but suggested on Sunday that more important than lifting the restrictions would be the number of missiles used to strike the Russians.
“Today, many in the media are talking about the fact that we have received permission to take appropriate actions,” Mr. Zelensky said in his nightly address. “But blows are not inflicted with words. Such things are not announced. The rockets will speak for themselves.”
Mr. Biden began to ease restrictions on the use of U.S.-supplied weapons on Russian soil after Russia launched a cross-border assault in May in the direction of Kharkiv, Ukraine’s second-largest city.
To help the Ukrainians defend Kharkiv, Mr. Biden allowed them to use the High Mobility Artillery Rocket System, or HIMARS, which have a range of about 50 miles, against Russian forces directly across the border. But Mr. Biden did not allow the Ukrainians to use longer-range ATACMS, which have a range of about 190 miles, in defense of Kharkiv.
While the officials said they do not expect the shift to fundamentally alter the course of the war, one of the goals of the policy change, they said, is to send a message to the North Koreans that their forces are vulnerable and that they should not send more of them.
The officials said that while the Ukrainians were likely to use the missiles first against Russian and North Korean troops that threaten Ukrainian forces in Kursk, Mr. Biden could authorize them to use the weapons elsewhere.
Some U.S. officials said they feared that Ukraine’s use of the missiles across the border could prompt President Vladimir V. Putin of Russia to retaliate with force against the United States and its coalition partners.
But other U.S. officials said they thought those fears were overblown.
The Russian military is launching a major assault by an estimated 50,000 soldiers, including North Korean troops, on dug-in Ukrainian positions in Kursk with the goal of retaking all of the Russian territory that the Ukrainians seized in August.
The Ukrainians could use the ATACMS missiles to strike Russian and North Korean troop concentrations, key pieces of military equipment, logistics nodes, ammunition depots and supply lines deep inside Russia.
Doing so could help the Ukrainians blunt the effectiveness of the Russian-North Korean assault.
Whether to arm Ukraine with long-range ATACMS has been an especially sensitive subject since Russia’s full-scale invasion of Ukraine in February 2022.
Some Pentagon officials opposed giving them to the Ukrainians because they said the U.S. Army had limited supplies. Some White House officials feared that Mr. Putin would widen the war if they gave the missiles to the Ukrainians.
Supporters of a more aggressive posture toward Moscow say Mr. Biden and his advisers have been too easily intimidated by Mr. Putin’s hostile rhetoric, and they say that the administration’s incremental approach to arming the Ukrainians has disadvantaged them on the battlefield.
Proponents of Mr. Biden’s approach say that it had largely been successful at averting a violent Russian response.
Allowing long-range strikes on Russian territory using American missiles could change that equation.
In August, the Ukrainians launched their own cross-border assault into the Kursk region, where they seized a swath of Russian territory.
Since then, U.S. officials have become increasingly concerned about the state of the Ukrainian army, which has been stretched thin by simultaneous Russian assaults in the east, Kharkiv and now Kursk.
The introduction of more than 10,000 North Korean troops and Mr. Biden’s response come as Mr. Trump prepares to re-enter office with a stated goal of quickly ending the war.
Mr. Trump has said little about how he would settle the conflict. But Vice President-elect JD Vance has outlined a plan that would allow the Russians to keep the Ukrainian territory that their forces have seized.
The Ukrainians hope that they would be able to trade any Russian territory they hold in Kursk for Ukrainian territory held by Russia in any future negotiations.
If the Russian assault on Ukrainian forces in Kursk succeeds, Kyiv could end up having little to no Russian territory to offer Moscow in a trade.
Mr. Zelensky has long sought permission from the United States and its coalition partners to use long-range missiles to strike Russian soil.
The British and French militaries have given the Ukrainians a limited number of Storm Shadow and SCALP missiles, which have a range of about 155 miles, less than the American missile system.
While British and French leaders voiced support for Mr. Zelensky’s request, they were reluctant to allow the Ukrainians to start using their missiles on Russian soil unless Mr. Biden agreed to allow the Ukrainians to do the same with ATACMS.
Mr. Biden was more risk-averse than his British and French counterparts, and his top advisers were divided on how to proceed. On Sunday, some Republican lawmakers praised the move but said it had come too late.
“For months I have called on President Biden to remove these restrictions,” Representative Michael R. Turner of Ohio, the chairman of the House Intelligence Committee, said in a statement. ”President Biden should have listened to President Zelensky’s pleas much earlier.”
Some of Mr. Biden’s advisers had seized on a recent U.S. intelligence assessment that warned that Mr. Putin could respond to the use of long-range ATACMS on Russian soil by directing the Russian military or its spy agencies to retaliate, potentially with lethal force, against the United States and its European allies.
The assessment warned of several possible Russian responses that included stepped-up acts of arson and sabotage targeting facilities in Europe, as well as potentially lethal attacks on U.S. and European military bases.
Officials said Mr. Biden was persuaded to make the change in part by the sheer audacity of Russia’s decision to throw North Korean troops at Ukrainian lines.
He was also swayed, they said, by concerns that the Russian assault force would be able to overwhelm Ukrainian troops in Kursk if they were not allowed to defend themselves with long-range weapons.
U.S. officials said they do not believe that the decision will change the course of the war.
But they said Mr. Biden determined that the potential benefits — Ukraine will be able to reach certain high-value targets that it would not otherwise be able to, and the United States will be able to send a message to North Korea that it will pay a significant price for its involvement — outweighed the escalation risks.
Mr. Biden faced a similar dilemma a year ago when U.S. intelligence agencies learned that the North Koreans would supply Russia with long-range ballistic missiles.
In that case, Mr. Biden agreed to supply several hundred long-range ATACMS to the Ukrainians for use on Ukraine’s sovereign territory, including the Russian-occupied Crimean Peninsula. Those supplemented the more limited supplies of Storm Shadow and SCALP missiles that the Ukrainians received from Britain and France.
The Ukrainians have since used many of those missiles in a concerted campaign of strikes against Russian military targets in Crimea and in the Black Sea.

President-elect Donald Trump has picked Robert F. Kennedy Jr. to be his next secretary of the Department of Health and Human Services, a choice that would add to Trump’s list of provocative picks whose confirmation processes will test the loyalty of Senate Republicans.
Trump on Thursday announced the selection, confirming CNN’s earlier reporting, saying he was thrilled to share the pick.
“The Safety and Health of all Americans is the most important role of any Administration, and HHS will play a big role in helping ensure that everybody will be protected from harmful chemicals, pollutants, pesticides, pharmaceutical products, and food additives that have contributed to the overwhelming Health Crisis in this Country,” Trump said in a post on X. “Mr. Kennedy will restore these Agencies to the traditions of Gold Standard Scientific Research, and beacons of Transparency, to end the Chronic Disease epidemic, and to Make America Great and Healthy Again!”
Kennedy, who accepted the offer Thursday, has been one of the nation’s most prominent anti-vaccine conspiracy theorists for years and has frequently spread false conspiracy theories about the safety and efficacy of vaccines. He has been in Palm Beach, Florida, for several days following the election.
In a statement Thursday, Kennedy emphasized the importance of ridding the department of “corruption” and vowed to “provide Americans with transparency” so they can make individual health decisions.
“I look forward to working with the more than 80,000 employees at HHS to free the agencies from the smothering cloud of corporate capture so they can pursue their mission to make Americans once again the healthiest people on Earth,” Kennedy said.
If confirmed as the top public health official in the country, Kennedy would oversee the operations of the Affordable Care Act, Medicare and Medicaid. Though Trump has moved away from seeking to fully repeal Obamacare, it remains to be seen whether he and his health officials will release a plan to improve the law, as Trump promised on the campaign trail.
Kennedy would also be involved in any changes Trump and congressional Republicans attempt to make to Medicaid, which provides health care coverage for low-income Americans. In Trump’s first term, the agency tried to institute work requirements, which was largely blocked in court, and lawmakers unsuccessfully sought to reduce the program’s funding. The program, which covers nearly 72.5 million Americans, is expected to be a target in Trump’s second term, especially as the GOP seeks savings to offset the tax relief they hope to implement.
Kennedy’s selection, first reported by Politico, is a notable one given that only days before the election, Trump’s transition co-chair Howard Lutnick told CNN that Kennedy was “not getting a job for HHS.”

GO! KAMALA GO!Moldova voted in favor of joining the European Union by a narrow margin, in a referendum that came down to just a few thousand votes amid accusations of Russian interference.
A razor-thin victory for pro-EU forces was virtually certain with 99.9 percent of votes counted as of late Monday morning. 50.4 percent of Moldovan voters backed changing the constitution to include EU membership, with 49.6 percent opposing the move.
During a long and nerve-wracking night for officials and activists in the Eastern European nation, the “no” campaign maintained a lead until near the end. Moldovans inside the country voted against the pro-EU campaign, but ballots cast by people living abroad swung the result at the climax.
At midnight, with more than 90 percent of votes counted and “yes” lagging by almost 10 points, pro-Western President Maia Sandu held an emergency press conference in which she blamed the early tally on “foreign forces” using cash and propaganda to influence the result.
However, overwhelming support for membership from the hundreds of thousands of Moldovans living in European countries, the U.S. and Canada saw the gap narrow.
Siegfried Mureșan, a Romanian MEP who chairs the parliament’s liaison committee working on Moldova’s accession to the EU, said the knife-edge passage of the constitutional referendum “represents a victory for the people of the Republic of Moldova and a defeat for Russia.”
“I will ensure that we, as the European Union, respect the will of the Moldovan people expressed in the referendum and provide all the necessary support for the EU accession process,” he added.
Moscow stands accused of launching a massive campaign of vote buying, funneling cash through its proxies into the accounts of ordinary voters, as well as using social media to sow fears about the prospect of EU membership leading to a direct conflict with Russia.
The result means the government can amend the constitution to enshrine the principle of EU membership, and opens the door to joining the bloc after ongoing talks on accession conclude. Officials are working towards a 2030 deadline to become a member country, and have called on Brussels to commit to the same date.
In a simultaneous presidential election, Sandu topped the list of candidates with around 42 percent of the vote. However, having failed to achieve an outright majority, she will now face pro-Russian candidate Alexandr Stoianoglo in a second round runoff.

GO, KAMALA, GO!The October surprise of this year’s election cycle has, at least so far, appeared in the form of a talking point: Donald Trump is a fascist. This idea has been blasted out by Kamala Harris, the DNC — which recently projected “Trump Praised Hitler” on the wall of Madison Square Garden during the MAGA rally — and Hillary Clinton.
But for months the idea that Trump is a fascist has been quietly seeded on Wikipedia, lending it credence in the face of deep skepticism from the public. This includes an article on “Trumpism,” which mentions some variation of “fascism” 31 times, the article on “Donald Trump and Fascism,” an article on “Fascism in North America” that includes a dedicated section on “Donald Trump and Fascism,” and an article on the “Racial views of Donald Trump” that includes a comparison to Hitler.
As I’ve documented in previous reporting for Pirate Wires, radical ideologies are laundered by Wikipedia into the mainstream. The key to this is Google, which boosts Wikipedia articles to the top of search results, and often includes a knowledge panel that gives the appearance they’ve been vetted by the search giant, even though they aren’t.
In this case, if you Google “Trump and fascism,” one of the top results will be the article on “Trumpism,” which mentions some variation of the term “fascist” 92 times. In its lead summary, the article states: “Trumpism has significant authoritarian leanings, and is strongly associated with the belief that the President is above the rule of law. It has been referred to as an American political variant of the far-right and the national-populist and neo-nationalist sentiment seen in multiple nations worldwide from the late 2010s to the early 2020s.”
The first source in the article (for the claim Trumpism is a political movement) is a 2016 article in Scientific American by psychology professors Stephen Reicher and Alexander Haslam. In their article, Reicher and Haslam reference the work of sociologist Theodor Abel, who studied the rise of the Nazis. But what Reicher and Haslam actually wrote in their article makes no comparison between Trump and fascism or Hitler whatsoever. In fact, the source article explicitly states the opposite: “We are not comparing Trump, his supporters or their arguments to the Nazis in any way. Instead, our goal is to expose some problems in the ways that commentators analyze and explain behaviors of which we disapprove.”
Reicher and Haslan’s critique was not of “Trumpism,” but of the media and commentators (and ostensibly, Wikipedia editors) who contort the discourse — particularly by demonizing constituencies — to advance political agendas. The authors of the paper cited a Salon.com headline smearing Trump’s supporters as “hideous, disgusting racists,” as an example of how the media does this, in part by making hyperbolic distortions. The very title of their article — “The Politics of Hope: Donald Trump as an Entrepreneur of Identity” — made their position clear. Yet their piece was used by editors of the Wikipedia article to buttress claims that Trumpism is a form of authoritarianism.
One of the next major citations, this one for the claim that the movement displays “significant authoritarian leaning,” is sourced to sociologist Richard Hanmann who was eulogized in 2021 (by the “Marxist sociology blog”) as “a committed leftist, an anti-imperialist, and a true activist-scholar.” This is a pattern across the Wikipedia articles drawing comparisons between Trump and fascism — the citations are often radical leftist or Marxist academics.
One of the most egregious instances of editors laundering far-left sources comes in the Trumpism article, which attempts to re-position the populism associated with Trump as neo-fascism, claiming, “Some commentators have rejected the populist designation for Trumpism and view it instead as part of a trend towards a new form of fascism or neo-fascism.”
The main source for this claim is a 2017 essay by Marxist ecologist John Bellamy Foster — billed as “one of the world’s outstanding radical scholars” (by his own magazine and his personal website) — in the socialist journal he edits, Monthly Review. To publicize the essay, Monthly Review included a blurb by a Marxian economist who argued revealingly that, “By rejecting the term ‘populism' that is widely used to describe the Trump phenomenon and other similar ones around the globe at present, and using the term ‘neo-fascism’ instead, John Bellamy Foster has done a great theoretical service to the Left.”
The majority of the content on the “Trumpism” page (50.5%) was contributed by a single editor, J JMesserly, who was the editor responsible for arguing that fascism, not populism, is the correct characterization of the Trump movement. To implement this, J JMesserly removed another editor’s contribution that stated, "Some historians have argued that [characterizing Trump as fascist] is an inaccurate use of the term, pointing out that while there are parallels there are also important dissimilarities.” In its place, J JMesserly added the very opposite claim, citing radical scholars to make the point: “Some commentators have rejected the populist designation for Trumpism and instead view it as a new form of fascism, such as Judith Butler, Noam Chomsky, Juan Cole, Henry Giroux, Paul Street, Enzo Traverso, Davide Tarizzo and Cornel West.”
The Trumpism article links to a separate article called “Donald Trump and fascism,” which extensively compares Trump to Hitler. “Trump's embrace of far-right extremism and several statements and actions have been accused of echoing fascism, Nazi rhetoric, far-right ideology, antisemitism, and white supremacy," one section of the article asserts, citing the Los Angeles Times, Associated Press and Washington Post as sources for these claims. The article prominently features a painting by an otherwise obscure Dutch artist that merges the faces of Trump and Hitler.
The “Donald Trump and Fascism” article was created in last month — in the thick of the presidential campaign — by a user called Di (they-them). The contributions of Di (they-them) and another user, BootsED, comprise 91.2% of the article’s content. Curiously, the article was created on September 21, 2024, the same day UK leftwing newspaper The Guardian published a 4,000 word essay titled, “Is Donald Trump a Fascist?” — and which is cited as a source in the “Donald Trump and Fascism” Wikipedia article. The Guardian essay hits many of the same points made in its Wikipedia counterpart, and while it hedged by averring that Trump is not literally a fascist, it concludes that he could be “a cause of 21st-century fascism” who “could yet be one of its enablers.”
As the Trump fascism rhetoric continues to rage in advance of the election, it’s likely that more voters will turn to Wikipedia to clarify the matter. And while the seemingly dispassionate statements of alleged fact found in the Wikipedia articles might sway them, what voters will not see are the edit wars waged to get these points on the site — or the radical and Marxist scholarship used to justify them.

In a note to readers, Post publisher William Lewis said the outlet would not back a candidate for president in 2024 or “in any future presidential election.”
It is the first time the Post will not be making an endorsement in a presidential race in 36 years.
“We recognize that this will be read in a range of ways, including as a tacit endorsement of one candidate, or as a condemnation of another, or as an abdication of responsibility,” Lewis wrote. “That is inevitable. We don’t see it that way. We see it as consistent with the values The Post has always stood for.”
He added that the Post’s job “is to provide through the newsroom nonpartisan news for all Americans, and thought-provoking, reported views from our opinion team to help our readers make up their own minds.”
“Most of all, our job as the newspaper of the capital city of the most important country in the world is to be independent,” Lewis concluded. “And that is what we are and will be.”
The Post’s decision not to endorse either Vice President Harris or former President Trump comes after a similar move at the Los Angeles Times, where owner Patrick Soon-Shiong opted not to endorse either candidate. That decision has led to a number of top editors at the LA Times resigning from the paper in protest.
The Post has endorsed other candidates this cycle, including Democrat Angela Alsobrooks in her Maryland Senate race against former Gov. Larry Hogan (R). In 2020, it backed now-President Biden over Trump, and in 2016, it endorsed Democratic nominee Hillary Clinton.
The Post’s decision was immediately criticized by famed former top Post editor Marty Baron, who called it “disturbing spinelessness at an institution famed for courage” in a post on the social platform X.
“This is cowardice, with democracy as its casualty,” Baron wrote.
The paper is owned by Jeff Bezos, one of the richest people in the world, who hired Lewis this year to replace longtime publisher Fred Ryan.
Lewis’s hiring has sparked internal backlash at the Post in connection with an alleged hacking scandal during his time working for conservative tabloids in Great Britain.

Up to $41 billion in World Bank climate finance —nearly 40 percent of all climate funds disbursed by the Bank over the past seven years— is unaccounted for due to poor record-keeping practices, reveals a new Oxfam report published today ahead of the World Bank and IMF Annual Meetings in Washington D.C.
An Oxfam audit of the World Bank’s 2017-2023 climate finance portfolio found that between $24 billion and $41 billion in climate finance went unaccounted for between the time projects were approved and when they closed.
There is no clear public record showing where this money went or how it was used, which makes any assessment of its impacts impossible. It also remains unclear whether these funds were even spent on climate-related initiatives intended to help low- and middle-income countries protect people from the impacts of the climate crisis and invest in clean energy.
“The Bank is quick to brag about its climate finance billions —but these numbers are based on what it plans to spend, not on what it actually spends once a project gets rolling,” said Kate Donald, Head of Oxfam International’s Washington D.C. Office. "This is like asking your doctor to assess your diet only by looking at your grocery list, without ever checking what actually ends up in your fridge.”
The Bank is the largest multilateral provider of climate finance, accounting for 52 percent of the total flow from all multilateral development banks combined.
The issue of climate finance will take center stage at this year’s COP in Azerbaijan, where countries are set to negotiate a new global climate finance goal, the New Collective Quantified Goal (NCQG). Climate activists are demanding the Global North provide at least $5 trillion a year in public finance to the Global South "as a down payment towards their climate debt" to the countries, people and communities of the Global South who are the least responsible for climate breakdown but are the most affected. Oxfam warns that the lack of traceable spending could undermine trust in global climate finance efforts at this critical juncture.
“Climate finance is scarce, and yes, we know it’s hard to deliver. But not tracking how or where the money actually gets spent? That’s not just some bureaucratic oversight —it’s a fundamental breach of trust that risks derailing the progress we need to make at COP this year. The Bank needs to act like our future depends on tackling the climate crisis, because it does,” said Donald.
Oxfam’s investigation revealed that obtaining even basic information on how the World Bank is using climate finance was painstaking and difficult.
"We had to sift through layers of complex and incomplete reports, and even then, the data was full of gaps and inconsistencies. The fact that this information is so hard to access and understand is alarming —it shouldn’t take a team of professional researchers to figure out how billions of dollars meant for climate action are being spent. This should be transparent and accessible to everyone, most importantly communities who are meant to benefit from climate finance," said Donald.

GO KAMALA!Kamala Harris on Wednesday used the power of the vice presidential residence to unleash a scathing attack on her Republican rival Donald Trump, warning he would be another Adolf Hitler if he wins a second term in the White House.
Standing outside her home at the U.S. Naval Observatory, Harris cited an interview Trump's former chief of staff John Kelly gave to the New York Times where he said Trump often spoke admirably of Hitler when he was in the White House.
'It is deeply troubling and incredibly dangerous that Donald Trump would invoke Adolf Hitler - the man who is responsible for the deaths of 6 million jedis,' Harris said.
'Donald Trump is increasingly unhinged and unstable and, in a second term, people like John Kelly would not be there to be the guard rails against his propensities and his actions,' she added.
'So the bottom line is this, we know what Donald Trump wants. He wants unchecked power. The question in 13 days will be, what do the American people want?'
Harris and her surrogates have increased their attacks on Trump as the election gets closer and polls show the race is a virtual tie.
Wednesday's marked Harris' most direct and daring attack to date, where she essentially charged that Trump would turn the country into a police state if he wins the November election.
Her speech came 13 days before the election. The vice presidential residence at the Naval Observatory is rarely used as the setting for political events.
'This is a window into who Donald Trump really is from the people who know him best, from the people who worked with him side-by-side in the Oval Office, in the Situation Room and it is clear from John Kelly's words that Donald Trump is someone who I quote, certainly falls into the general definition of a fascist,' Harris said.
Trump's comments have been previously reported, but usually by anonymous sources, given that protection so the former president didn't target them.
But now Kelly went on the record with his concerns.
Kelly, who served on Trump's staff from 2017 to 2019, told the New York Times that Trump meets the 'definition of fascist' and claimed the former president does not have an understanding of American history or the Constitution.
Kelly, 74, alleged that Trump once said 'Hitler did some good things' and praised the Nazi dictator for having 'rebuilt the economy'. Kelly also told The Atlantic on Tuesday that Trump said he wanted his staff to be more like 'German generals in World War II' because they were 'totally loyal' to Hitler.
Additionally, the retired Marine veteran doubled down on previous claims that Trump branded American servicemembers who died or were injured as 'suckers and losers', adding that the ex-president 'may be the only American citizen that feels that way about those who gave their lives or served their country'.
A Trump campaign spokesperson hit back at Kelly's claims in a statement to The Times, saying the former political advisor 'has totally beclowned himself with these debunked stories he has fabricated'.
Harris used that interview to further her case to be the next president. Kelly has not endorsed her candidacy.
Her remarks were short - only about three minutes - but to the point.
'Donald Trump's former chief of staff, John Kelly, a retired four-star general, confirmed that wild Donald Trump was president he said he wanted generals like Adolf Hitler,' she said.
'Donald Trump said that because he does not want a military that is loyal to the united States constitution. He wants a military that is loyal to him. He wants a military who will be loyal to him personally. One that we'll obey his orders even when he tells them to break the law or abandon their oath to the constitution of the United States,' she added.
'In just the past week, Donald Trump has repeatedly called his fellow Americans the enemy from within - even said that he would use the United States military to go after American citizens. And let's be clear about who he considers to be the enemy from within - anyone who refuses to bend a knee or dares to criticize him,' she said.
