So far the clues suggest his last known location was Hoogvliet.
He mentioned having a workshop in his garage but it could be a berging. It could mean his car his parked outside. I suspect it's a three-bedroom house. This should narrow down streets.
He mentioned he was friends with a school teacher. Why would this be? Could it be that his street is one of the few that collaborates with schools to hand out candy to trick-or-treaters? He did mention there were a lot of children in his neighbourhood.
He claimed to have a maid once with black hair and blue eyes. I have found a suspect. What is interesting is that she claims to only travel within two kilometres:
