For traffic/speed cams There are also clear lenses you can put over your plate that blur your plate, when the picture is taken at any angle other than looking straight at it.

For the flash type it’s easy. Get reflective tape, whatever color you need, and cut it to fit the letters/numbers of your plate. So when the flash goes off, it reflects and over exposes, making your plate unreadable.
