kind of like asking whether you want the police to have a monopoly on violence
they're open to corruption and abusing their power but have to hold themselves to some level of accountability in order to maintain primacy.
if nobody is in (uncontested) charge, you have more efficient distribution of resources, more avenues to pursue sovereignty and much more chance of extreme violence over resources, interests, culture etc. because there's nobody with the power to force parties with opposite/conflicting interests into agreement
