I'm starting to think the tall whites are archons, their goal is to prevent humanity from reaching enlightenment.
Hence the synthetic telepathy and remote neural monitoring. They will allow humanity to evolve but only at their direction and with transhumanist biotech to prevent humanity from becoming anything more than pets and worker bees for these aliens.
Can't blame them, humans are violent. Humanity is on the verge of evolving to the next level telepathically, and it's potentially dangerous for any advanced peaceful species.
Sort of like Akira where he has to teleport tetsuo to prevent him destroying earth.
