There are only two municipalities in Nevada that do not have gaming. One is Boulder City, which does not have gambling because it was started as a Federal company town, it housed the workers on Boulder (Hoover) Dam.
The other is Panaca which was founded in 1864 by Mormon missionaries. Panama is also the only dry town in Nevada as the Mormon church doesn't permit gambling or drinking. -
