Marburg is surfacing again. A modified strain of that, or even non modified(as it's not completely airborne yet) would take care of a lot of unwanted guests
The incubation period is up to 5 years in some strains. You could go around spraying the unwanted guests with it. In 5 years you could get a lot of them. It just appears to be the flu, then 5 years later you drop dead, no cure.
Mass murder and sterilization seem to be the only answer for some scenarios. -

Snipe some of them out randomly, poison others, plant a few large bombs where they are prone to gather in large amounts, skin some alive and hang them from overpasses, etc.
Once their new host nation becomes as scary and awful as the places they "fled" from, they will leave. No wealth = no police and military to protect them. No infrastructure no wealth.
