   Also I dont think the US Government pays half for the programming. so now, they don't sell Advertisement but they have "Sponsors" which allow companies like Cheerios Cereal or some other brand name to offer x amount dollars in donation to be given an insert which allows that Company to write it off as a donation over using it for advertisement.
