If they legalised drugs of course the cartels would find a way to get some of that sweet legal cash.
They're not just guna give up their multi-billion dollar businesses as soon as it becomes legal.
They also have more of an incentive to kill each other because they'll be fighting for the whole of Mexico rather than just their respective regions -

it's been typically found that when drug profits fail, organised crime starts to move into more risky areas like people smuggling and white slavery -
