Like okay ban GPT there's still Sidney Bing and 100 other options. Once it's on the internet it's never leaving and you can't stop people accessing it.
the underlying concepts aren't really that complicated; neural network computing in general just needs a LOT of processing power to be feasible
governments and 'industry leaders' are already talking about restricting consumer access to high-powered CPUs and GPUs that can be used to run these things, preventing their uncontrolled use and development
