I've come to think that a state requires a religion to remain stable long-term, regardless of what that religion is.
in order to participate in and benefit from a group effort, the individual must have obligations and make sacrifices that the majority of people will not intuitively understand, and many will not be able to overcome their resistence even if it were directly explained to them. in this case attributing such rules to a higher power beyond the reach of the men who govern makes them ironclad and widely agreed-upon. widespread and genuine belief also sets a baseline for behaviour, as when everyone knows those rules aren't to be tampered with it becomes far more difficult for charlatans to try to manipulate them to their benefit.
