    I have been engaged in the water sector for over 20 years in both treatment and supply. Those of us who have been working on this have seen this coming for years and unfortunately politics often prevents hard choices from being made by people in leadership positions. I was working for the Water Research Foundation when we hosted the first climate change workshop related to drinking water over 15 years ago, and we were literally not allowed to say the words "climate change" to utility managers in the midwest for fear it would anger folks. I am sad to say that realistically there will be major disaster before real change is made, and that will only happen because people will have no other choice.
