Not necessarily. There is already AI that can correct, improve and expand on it's programming.

As the learning process is programmed in your brain...the brain isn't special, it's just a very complex computer...how it works can be replicated...just not by us stupid apes at the moment...but a civilization 1,000,000 ahead of us? I bet they've got A.I that is sentient and can make cups of tea and shit without being asked. -
