   You're aiming for maximum suffering so what you wanna do is forget about fire. Sure it will hurt, but the heat will kill the nerves before killing the person. In other words you should use something that will be hot enough to eventually kill the person but not so hot as to kill the nerves. Easiest way of achieving that would be through the use of steam. They'll still die of heat but they will feel every excruciating second of it.
