Then we can begin to phase in certain classes of people who can begin driving again, but only at half the posted speed limit and must wear a helmet.

Yeah dude, and we make laws to make driving safer too. You know, like seatbelts to protect people? Crash standards, to protect people? Traffic laws, to protect people???

Crashes in the early 1900s were fucking deadly. People were dying in fender benders because their necks would snap from whiplash.
