I want to start a country

   The purpose of the country will be to take in refugees from countries with prison populations. Because I believe the only crime is keeping a person locked away from society.
   
   Instead of wasting taxpayer dollars "shooting the bobo", making shivs out of soap and eating whole shebangs they could instead be logging, fishing and building a nation.
   
   Why has nobody thought of this before? What the fuck else are people spending life in prison gonna do? Lets go to space

   Everything is illegal there. I'm sure they would be more than happy to allow their inmates serving life sentences apply for citizenship.
   
   People serve prison sentences in foreign countries all the time. I could see this becoming a reality because taxpayers don't want to pay for immigrant criminals in their own country and they will elect politicians that will support a prison nation in the international community which will allow for UN recognition.

   I suppose it's a good concept though. There would however be mass rapes and genocide. Maybe it would be good for population stability and rule of law. The fear of being sent to the United States of Criminality.
   
   It would just end up governed by some warlord who, God forbid found Islam, would end up committing Terrorist attacks on the normal countries. They would have to respond with a scorched Earth policy and annihilate the USC.
