   They tried like all hell for years, but the pushback was more than they could handle for long. Bootleggers were making tons of money, taking money away from them to steal. The thieves of today don't get as much pushback, because the masses are basically just a bunch of mindless sheep. They just do what they're told and roll over.

   They'd make alcohol illegal today, but they've figured out if they just "regulate" it, corner the market, eliminate all competition, and only allow themselves to sell it, they can make almost as much money as they lose to bootlegging and make from civil forfeitures. Most governments are doing just that with marihuana right now. Only they can sell it. It all comes down to the bottom line: exactly how much money can they get for themselves out of it. Nothing at all to do with any actual health or civic concern.

    Other way around. showing balls but hiding penis would be more logical because the breast and the balls are both glands. the nipples and penis are a type of appendages.
