honestly wouldn't be surprised considering how many of those groups just end up being feds and cops accidentally trolling each other - local/state cops set up some fake white nationalist/survivalist group to ensnare retards, feds catch wind of it and send an informant in to see if they can make people do a terrorism, then it's just cops and feds pitching outlandish proposals at each other because neither is actually going to do anything

You'll yanks don't know about the Canadian neo nazi group heritage front who was eventually lead by a Canadian government operative who instigated neo nazi attacks, allies and recruitment drives, was found out and put a stop to, then later resurfaced a few years later as the right hand man of Preston Mannings reform party. This was in the early 90s, spectral is probably the only person with a passing awareness of it even though he doesn't seem too well versed in Canadian politics.
