President Joe Biden on Tuesday attempted to put forward a new vision for U.S. foreign policy, one that shirks "relentless war" in favor of "relentless diplomacy," while continuing to stress a conspicuous break from his predecessor, Donald Trump.
"Instead of continuing to fight the wars of the past, we are fixing our eyes on devoting our resources to the challenges that hold the keys to our collective future," Biden began.
The rhetoric matched what the president has attempted to put forward in his first eight months in office despite a series of crises that threaten to derail his administration's top foreign policy goals.
Though he did not reference China specifically, the Asian powerhouse appeared to be at the center of many of Biden's most specific pledges on Tuesday.
"We're not seeking – say it again – we're not seeking a new Cold War or a world divided into rigid blocs," Biden said in his address to this week's U.N. General Assembly, his first as president, referencing a similar warning U.N. Secretary-General Antonio Guterres offered this week after meeting with the president.
"All the major powers of the world have a duty, in my view, to carefully manage their relationships, so we do not tip from responsible competition to conflict," Biden said.
Biden began his roughly 30-minute remarks with the issues that have the highest chance of international cooperation – namely climate change and the ravaging effects of the coronavirus pandemic. He frequently employed language of renewal about America's commitment to the international bodies that Trump undermined as a cornerstone of his foreign policy, declaring at one point, "we're back at the table at international forums." Biden also broke from his predecessor in how he envisions America projecting its power overseas: "U.S. military power must be our tool of last resort, not our first, and it should not be used as an answer to every problem we see around the world."
But looming over his appearance before world leaders were other crises he referenced later, including the continued implosion of Afghanistan civil society amid the Taliban's shocking return to power.
America's relationship with one of its oldest allies also continues to reel after Australia scrapped a multibillion-dollar submarine deal with France in favor of nuclear-propelled American technology instead – an announcement that caught French President Emanuel Macron by surprise, sinking the relationship to levels unseen in recent memory.
Biden's remarks on Tuesday broke from his predecessor's in more than mere rhetoric. Upon concluding, Biden received enthusiastic but polite applause from the attended world leaders – a sharp difference from the audible gasps that Trump elicited by repeatedly blasting the international body on multiple occasions and unexpected laughter in the usually staid assembly at his claims, including in 2018 after he boasted, "My administration has accomplished more than almost any administration in the history of our country."
