currently, i know several people dont have…or cant have…drivers licenses so they ride stupid little mopeds below 80cc's

Yes, but I think they're changing this law soon. too many 16 year olds getting in the car with their 18 year old friends (not a real supervised lineup) and just having fun zipping around town without the skillsets to do so.
I think in the older days a lot of parents would teach their kids first and be in the car with them most of their 16 year old period of driving. and then let them go at 17 to drive but only in the daytime.
even back in the 1950s, many kids drove tractors as young as 12 (with permits) on streets. so by the time they were 15-16 years of age they knew how to drive properly. not all of them but most were responsible enough.
