these people have become emboldened to commit crimes because authorities have generally been handling them very gently, with rioters' charges being dropped and police only pursuing the most serious crimes.
they see both explicit and implicit support inside the system for their cause, and over time the more extreme elements will push the boundaries of what they can get away with against people they see as enemies to it.
